Dear WLN Friends and Colleagues

I hope that you have all experienced a good year since we last met.  This year, in 2011, the United States (US) is hosting all APEC meetings and, as such, is responsible for convening a high-level meeting for women.

In their role as hosts, the US has decided to adapt a new format and agenda for APEC Women and the Economy rather than the format previously established by the Women Leaders Network (WLN).  This new meeting has been endorsed by all of the APEC economies.  Therefore, this year there shall not be a WLN meeting as we have known in the past but rather a series of meetings focusing on Women in the Economy, which shall be held in San Francisco the week of September 13th.

According to the US State Department, ‘ This year, we’re doing things differently so we’re asking each economy to organize their own delegation which will include both public and private sector participants’. As such, if you are interested in participating then it is important that you find out who is the official in your economy responsible for putting together the delegations and then making your interest known to her/him. Please note that a number of the events are by invitation only which require accreditation and that if you hold a passport that requires a visa to visit the US, you may have to apply soon in order to allow for processing time.

The Women Leaders Network of APEC first met in 1996 in Manila as an independent and informal consultative group composed of representatives of the private, public, academic and civil society sectors.  It presented its original Call to Action to President Ramos of the Republic of the Philippines who then took our recommendations directly to the APEC Senior Officials and APEC Leaders. We continued to meet every year for the next 13 years at the invitation of the host economy and enlarged our original group to include indigenous and rural women. We wanted to ensure that the voices of women, especially those that had no voice, would be heard by APEC Leaders.  In excess of 7,000 women have participated in WLN over those years. As a co-founder of WLN, I am very proud of what we were able to achieve.

Many valuable friendships and connections were developed over those years, and it is my hope that we keep the dream alive, not to mention the friendships and connections that we have all enjoyed over the years.  We can use this site (apecwln.org) as the hub for continuing all those connections.

The project seeks to:

• Provide relevant information to investors and policy makers in order to promote investment in broadbanddevelopment and internet usages; 

• Strengthen governance in member economies through broadband development and internet usages; and

• Enhance capacity building in broadband development and internet usages.

1.  Carry out a compilation of available information and studies related to broadband technologies and infrastructure.
   
2. Develop a survey to gather necessary information from APEC member economies on broadband development and internet usage.
   
3. Gather, process data and perform an analysis about broadband development in the APEC region that can be used by operators and investors;
   
4. Research on public-private partnerships for investments in broadband development,  and on the policies and measures applied for promoting these amongst APEC member economies;
   
5. Analyze legal, political and social contexts of APEC economy members for the implementation of public policies in broadband development and internet usages;
   
6. Identify best practices in broadband development and internet usages for strengthening governance and provide recommendations to facilitate the implementation of these policies;
   
7. In coordination with the Project Overseer, participate in a workshop to report on the research undertaken and present key findings and recommendations;
   
8. Submit a final report, provide an electronic copy thereof to the APEC Secretariat for dissemination and placement on the APEC Website, and identify other channels for dissemination of the report to a wider range of stakeholders.

The objective of the Secretariat's communications team is to effectively publicise and promote awareness and understanding of APEC, its achievements and activities among key target audiences.

The key tasks of the Director (Communications & Public Affairs) are:

• Design, develop, implement and direct internal and external communications policies and strategies for APEC, including effective outreach strategies for APEC's Executive Director and other APEC representatives and fora as required;
• Direct the Secretariat's communications and media activities for major events such as the APEC Leaders' Meeting and APEC Ministerial meetings and provide communications advice and assistance to host economies;
• Provide oversight of the Secretariat's outreach, media, website, speech writing, public affairs, intellectual property, publications, meeting documentation and promotional activities, and direct the development of all forms of communications collateral;
• Manage the communications team comprising six full-time staff and periodic use of freelance contractors and interns.

The candidate must be from an APEC economy and should possess the following requirements:

• At least an honours degree in Mass Communications, Journalism or related fields.
• At least 8 years of relevant work experience, with at least 3 years in a supervisory capacity with responsibility for developing, implementing and managing strategic communications.
• Ability to demonstrate skills in a wide range of communication areas.
• Experience in managing a team of multi-cultural communications professionals, working with communications budgets and project management.
• Excellent spoken and written English.
• Experience in a trade and investment environment would provide a distinct advantage.

The Foundation for Women’s Rights Promotion and Development (FWRPD) held the APEC Symposium on GFPN Strategies: Integrating Gender Perspectives to APEC Forums on May 12-13, 2010 in Taipei, Taiwan.

Chinese Taipei will continue to make efforts to promote gender work and accumulate policies with gender perspectives to strengthen the effect of gender integration across diversified domains.

Part I – Regulations and Policies (1.3MB) outlines the development of gender-related laws and regulations in Taiwan and records the major policies laid down by the government body and the Committee of Women’s Rights Promotion (Executive Yuan).

Part II – Taiwan Women's Organizations (1.1MB) contains information on local women’s organizations that have actively participated in international events. It shows the diversity of Taiwan women and their efforts in the women's rights movements.

Women in Export Trade

Women with experience in export trade from the 21 Asia Pacific economies will take part in the event which will be held immediately before the 13th Women Leaders’ Network (WLN). WOMEN IN EXPORT TRADE is organized by the Ministry of Women and Social Development (MIMDES) in coordination with the academic, business and private sectors. Its aim is to give information about exporting for strengthening womens' enterprises in the region, as well as to generate a space for women in export to share experiences.

• To promote the presence of businesswomen in export in the APEC markets.

• To strengthen the Asia-Pacific women’s abilities to export.

• To share experiences and best practices of women in export.

13th MEETING OF THE APEC WOMEN LEADERS NETWORK

The Women Leaders’ Network is a loose network of women that is affiliated with APEC which is flexible and consists of a multisectoral approach to recommendations. Its members are composed of the private sectors, academia, government and civil society. The purpose of WLN is to seek ways and develop strategies so that women’s concerns are heard, their aspirations considered, and their involvement firmly established when decisions and policies are made within APEC. The overall mission of the 13th meeting is to encourage and empower women in dynamic economic activities.

• Identify the key topics that affect the businesswomen and to remark their contribution to the economy.

• Establish solutions for the challenges that businesswomen face against the economy, the free trade and the globalization.

• Give opportunities to the leaders in order to interchange experiences and have a better access to the market.
